Carlisle's North Street Closes Twice This Fall, an Hour Apart

Downtown Carlisle holds two parades this fall, four Thursdays apart, on nearly the same route. North Street closes around 5 p.m. for the Halloween Parade on October 22 and at 6 p.m. for the Making Spirits Bright Holiday Parade on November 19. Both are fair-weather only, and neither has a make-up date.

Everything else downtown between now and Thanksgiving weekend fits around those two nights. That includes the five-day Spellbound program, two scavenger hunts, a cookie contest, Pink Friday and Small Business Saturday. Once you know how the route behaves on parade night, the rest of the calendar is easier to plan.

One route, two closing times

Both parades head west on East North Street to Hanover Street, then turn south on Hanover to Willow Street. According to Carlisle Parks and Recreation's 2026 Halloween staging sheet, the Halloween Parade starts at North and East Streets, disbands at Willow and covers 0.9 miles. The Downtown Carlisle Association's events schedule gives the same turns for the holiday parade, which then continues east on Willow before it disbands. No distance is listed for the holiday route.

What changes between the two nights is the timing.

Rain policy Fair weather only, no rain date Fair weather only, no make-up date

The extra hour in October comes from staging. Halloween entries report to their staging areas by 6 p.m., and judging also starts at 6 p.m. That puts floats, marching bands and car clubs on the east end of North Street well before kickoff.

The staging sheet also lists which lots are off-limits. The Carlisle Alliance Church and Biddle Mission Park lots are used for staging, so they are not public parking. Street parking around the staging area is also unavailable. Drop-offs after 5 p.m. go to Weis, McCarren's Supply or East Street.

On Halloween night, the judges and the parade announcer are in Town Square. Entries put their numbers on the front of a costume, banner or windshield so the Square can read them as they pass. Walkers hand out candy instead of throwing it. The rules say entries seen throwing candy can be disqualified from awards.

No rain date means rain ends the night

The Halloween staging sheet prints "NO RAINDATE" right under the kickoff time. The holiday listing says "Fair weather only, no make-up date!" If the weather turns, there is no parade that year.

For the Halloween Parade, Parks and Recreation emails registered entries if it rains. Announcements also go out on its Facebook page, and the department lists a phone line at 717-243-3318. For the holiday parade, pre-registration is required. You can sign up online, by phone or in person at the Stuart Community Center, 415 Franklin St. Entry is free. One rule on that listing: Santa is already in the parade, so entries can't bring their own.

The parade is one night of five

The Halloween Parade falls on the second day of Spellbound, the Downtown Carlisle Association's Halloween program, which runs October 21 through 25. Most Spellbound events happen in downtown businesses away from the closures, so they mostly don't depend on the weather. The DCA's Spellbound page, dated October 1, 2026, notes that more events may still be added.

Wednesday, Oct. 21. The Downtown Pumpkin Patch opens. Merchant-carved pumpkins are set out around downtown through October 25, and visitors vote for their favorites. The Spooky Social with Carlisle Has Pride starts at 6 p.m. at Hungry Run Distillery. The digital scavenger-hunt mystery also starts that day.

Thursday, Oct. 22. The parade kicks off at 7 p.m. The East Side Ghost Tour starts at 7:30 p.m., half an hour into the parade, so you'll have to pick one or the other.

Friday, Oct. 23. Minute Mysteries, Carlisle's Mystery & Macabre Film Festival, returns with a red carpet and screening at Gather Your Party Games, 219 N. Hanover St. This year's theme is "Transformation," and entries run one to three minutes. The DCA page doesn't list a screening time. Across downtown, Central Wedge Cheese Shop at 25 W. High St. hosts "Witch, Please!", a spell-jar session. Drop-ins run from 5 to 7:30 p.m., with crafting until 8.

Saturday, Oct. 24. This is the busiest day of the week.

  • Bosler Library Comic Con, 10 a.m. to 4 p.m., free to attend
  • Spooky Saturday trick-or-treat for children 12 and under, noon to 3 p.m., with maps of participating businesses at the Halloween House on the Square starting at noon
  • Suds N Kisses Howl-O-Ween Party with Scales and Tails Oasis at 30 E. Penn St., starting at 3 p.m.
  • An interactive murder mystery at Back Porch Brewing at 6 p.m.
  • The West Side Ghost Tour and The Green Door's Halloween dance at 14 E. North St., both at 7:30 p.m.
  • The 18+ Downtown Carlisle Masquerade Ball, held outdoors at the pocket park and parking lot of the Cumberland County Historical Society, with no start time posted yet

Sunday, Oct. 25. Historian and folklorist Rissa Miller gives a talk called "Pennsylvania Witches" at 2:30 p.m. The page doesn't list a venue. Witch-themed trivia follows at 5 p.m. at Molly Pitcher Brewing Company.

The same page lists two events outside Spellbound week. The Mrs. Roper Crawl meets at noon this Saturday, October 17, on the Old Courthouse steps at the southwest corner of High and Hanover. On Halloween itself, the Gingerbread Man at 5 S. Court House Ave. lists a 5 to 7 p.m. happy hour and a DJ from 10 p.m. to 1 a.m.

The quiet stretch, then a busy week

The Spellbound scavenger hunt runs through November 1. The holiday scavenger hunt starts Friday, November 13. On the DCA schedule, nothing is listed between November 2 and November 12. That 11-day gap is the only open stretch on the downtown calendar from now through Thanksgiving weekend.

After that, five events fall within about two weeks:

  1. Friday, Nov. 13. The holiday scavenger hunt begins and runs through Small Business Saturday.
  2. Saturday, Nov. 14. Holiday Open House. Participating shops hold a one-day cookie contest while supplies last, with ballots for Best Tasting, Most Creative and Most Festive. One ballot is drawn for $25 in LoveBucks, which work like cash at participating downtown businesses.
  3. Thursday, Nov. 19. The Making Spirits Bright Holiday Parade. North Street closes at 6 p.m., and the parade steps off at 7.
  4. Friday, Nov. 20. Pink Friday, the DCA's take on the national push to shop at small retailers before big-box stores. Details are still listed as coming soon.
  5. Saturday, Nov. 28. Small Business Saturday. Free Shop Small totes are handed out under the Carlisle Theatre marquee from 10 to 11 a.m., while supplies last.

Pink Friday comes the morning after the holiday parade, so downtown has two events in a row for the second time this season. The first was Spellbound's Thursday parade followed by the Friday film festival. The DCA has not posted a 2026 tree-lighting date as of this writing. The only notice on its site is from 2025.

Eating around the closures

Two Carlisle restaurants that opened in 2026 give you somewhere new to go on a parade night or a shopping Saturday.

Moon Bird Distilling opened August 31 at 12 E. Chapel Ave., at South Hanover Street. According to The Sentinel's opening report, it serves spirits, cocktails and brick-oven pizza.

Pompeii Italian & Cocktails held its grand opening Saturday, August 22, at 2 A St., Building 1. The Sentinel's roundup of 2026 Cumberland County openings lists brick-oven pizza and handcrafted pasta on the menu. The same roundup includes Biff's Ice Cream Parlor, which opened May 15 inside the restaurant at 848 N. Hanover St., Suite D. Biff's serves Hershey's ice cream flavors and milkshakes.

On October 22, plan for North Street to be closed from about 5 p.m. and surrounding streets from 5:30. Parking at Weis, McCarren's Supply and the Louther Street lots opens at 4:30. On November 19, the parking lots and the 7 p.m. kickoff stay the same, and North Street closes an hour later, at 6.
